GIZ/ECSO
NIS2 Harmonization Exercise

GIZ and ECSO had already built a strong study visit program for EU partner countries on NIS2 harmonization with top speakers, but they were missing an interactive piece that made government staff step into the shoes of the private sector.

WHAT WE DID

We co-created a leveled role-play exercise where participants acted as both regulators and companies, while also coaching one partner-country rep in exercise design and facilitation.

THE RESULTS

The group left with sharper, hands-on insights into NIS2 scoping, incident handling, and reporting — and one new facilitator in the making.

“The interactive delivery of the exercise successfully allowed participants to gain knowledge on NIS2 impact on different stakeholders and build trust with colleagues in the EaP region.”

Context

The training was part of the activities of the initiative "Partnership for Strengthening Cybersecurity with Eastern Partnership countries" (Cyber East+). The project aims to enhance cybersecurity resilience in Ukraine and Armenia while fostering regional cooperation on cybersecurity challenges. It runs from October 2024 to December 2026. The project is implemented by GIZ on behalf of the German Federal Foreign Office and the European Union. GIZ has been implementing cyber capacity building activities in Ukraine on behalf of the German FFO since February 2023.
